August 10, 2020

Commissioner Margeson called the Regular Fire Commissioners meeting to order at 7:00 pm. 

Because of COVID-19, the August 10, 2020 meeting was conducted virtually.

Present: Commissioners Margeson, Murphy, Crawford, Chief Snell, Assistant Chief Enos, Treasurer Davelaar, Secretary Kankaala, Deb Bear 

The minutes of July 13, 2020 were unanimously approved.

Treasurer’s Report: Beginning July Operating Fund cash balance was $67,457.04. Beginning July General Investment Fund balance was $12,020.17.  Beginning July Capital Fund cash balance was $102,844.83. Beginning July Capital Investment Fund balance was $33,958.64. Grand total is $216,280.68.

July expenses were $1,225.85. Payroll for July was $2,624.68, and VFF stipends were $1,600.00. *District 17 also had expenses of $3,201.01 for the Skagit County Auditor/Accounting. The grand total of expenditures in July was $5,450.53.

* District 17’s June 2020 balance sheet from the Skagit County Auditor reflected accounting services charges of $1,048.44 for the second quarter of 2020, as well as $1,104.13 for the third quarter of 2019. The Auditor failed to charge these amounts during the appropriate quarter, for a grant total of $3,201.01 removed from the budget.

July revenue included $794.08 in taxes collected and $23.67 in interest. Total July revenue was $817.75.

District 17 Commissioners reviewed and approved the Treasurer’s Report, invoices, and firefighter stipends at their August 10, 2020 public meeting. Commissioner Murphy made a motion to accept the Treasurer’s Report, and Commissioner Crawford seconded; motion was approved unanimously.

Chief’s Report: See attached report for a list of drills and responses. 

The ferry loading dock repairs started June 29th and ended August 8th. The Guemes Island Fire Department would like to thank Commissioner Crawford for volunteering his assistance and boat, free of charge, for use for after hours medical calls.

Chief Snell has offered the job of Assistant Chief to Lieutenant Enos. Lieutenant Enos has accepted the positio, and is looking forward to working with Chief Snell. Commissioner Murphy made a motion to approve the appointment of Matthew Enos as the new Assistant Chief of the Guemes Island Fire Department. Commissioner Crawford seconded the motion. The motion passed. This will be Resolution 425.

Firefighter Norrie has resigned from the Guemes Island Fire Department.

Jefferson Butler will be attending the fall EMT session at Skagit Valley College.

Old Business: Commissioner Crawford, Chief Snell, and Assistant Chief Enos have been working on District 17 Vision/Mission/Value Statement. A copy of the statement will be attached to the minutes. The Guemes island Fire Department is asking for community feedback.

New Business: Transfer of credit card from Gerry Francis to Olivia Snell. Commissioner Crawford made a motion to have the People’s Bank credit card transferred out of Gerry Francis’ name and put into Olivia Snell’s name. Commissioner Murphy seconded the motion. The motion passed.This will be Resolution 426.

Commissioner Murphy made a motion to transfer all all open accounts and/or authorizations where Gerry Francis was a signatory or user to Olivia Snell as the new Fire Chief and to remove Gerry Francis. The motion passed. This will be Resolution 427.

District 17 would like to thank you Gary and Kari Garrett, and Greg and Marlene Kleven for use of their mooring buoys, and Gerry Francis for the use of his boat during the ferry night repair outage.

 

The next resolution will be 428.

The next regular meeting will be September 14, 2020 at 7:00 PM via Zoom.
