The Regular Fire Commissioners meeting was called to order at 7:05 PM by Commissioner Chip Bogosian, Chairman.
Present: Commissioners Bogosian, Murphy and Bear, Chief G. Francis, Medical Officer N. White, Captain Pyke, Public Information Officer L. Francis, and Secretary Meekins.
The minutes of August 11, 2014 were approved with two corrections. Corrected spelling for Public Information Officer L. Francis and under the Chief's Report the word door was misspelled.
Treasurer’s Report: Ending August Operating Fund balance $43,975.81. Ending August Investment Fund balance $41,277.59. Ending August Capital Investment Fund balance of $35,003.50. Total bills $10,494.40 and Payroll of $2,262.00.
Chief’s Report: See attached report. Gerry Francis and Olivia Snell will be meeting with Skagit Bay Search and Rescue (SBSAR) so that our boat and firefighters will participate in local boat/water rescue.
Jim Lemieux has joined the fire department. He brings much experience, especially with wildland fire, to the department.
Open: pictures were passed around showing the surplused fire truck being loaded and ready for transport to Mexico.
Old Business: Resolutions previously adopted were signed:
#335 Move Money into Capital Investment Fund.

#337 Declaration of Property Surplus to the Needs of the District (boat, hull#CQAC21997051)
#338 Declaration of Property Surplus to the Needs of the District (misc. Items)
Deb Bear asked where we stand with Skagit EMS on arranging OTEP retesting for Tom and Juby Fouts as promised by Mark Rakka? Much discussion ensued about what, if any action should be taken. It was decided that Chip will contact Joel Pratt to ask if we need to wait until the November OTEP for the retesting or if a team can be scheduled to come to Guemes before that time? Additionally, Chip will ask what measures have been put in place to make sure this situation is never repeated.
Deb also reported that she has made contact with Rosie Carter at PSE and a site visit will take place on 9/9/14 to survey the power lines connected to the Fire Department building and what is required to put them underground. More should be known by next month.
How to dispose of the surplused boat was discussed. Chip will ask the Marine College if they would like it donated to them.
Chip reported that the attorney who has been investigating Mike Stamper's claim of workplace harassment wrote a letter reporting that his claim does not meet the definition of harassment. She added that people need to be nicer to one another. Especially in such a small community.
Additional discussion ensued regarding GIFD bumper stickers on vehicles of people who are not active members in the Department. The firefighters have not yet established a list of offenders. Once they do, the Commissioners will write a letter.
New Business: None was presented
The commissioners reviewed the invoices from Aug 9 - Sept 5, 2014 and approved the invoices in the amount of $10,494.40 and payroll of $2,262.00 for a Grand total of $12,756.40.
The next regular meeting will be October 13, 2014, at 7 PM in the Fire Hall.
The meeting was adjourned at 8:35 pm.
